COMMUNITY PRESERVATION COMMITTEE RECOMMENDATION FOR
Elizabeth Peabody House FY22: 2nd Floor Reinforcement Design
PROJECT DESCRIPTION
The Elizabeth Peabody House requests CPA funds for continued preservation of the historic building in
which its programs are housed. A building assessment in 2019 (prepared with CPA funds) found that
the second floor does not meet the State Building Code for assembly spaces. Strengthening the beam
under the second floor will increase the currently limited occupancy capacity, enabling EPH to utilize
this space for its programs. The funds requested in FY22 will cover the cost of architectural drawings,
structural reports, and inspections in order to move forward with future renovations.
ELIGIBILITY
Historic Resources: This project would rehabilitate a historic building, enabling it to be used for its
intended purpose as an assembly space.
RECOMMENDATION
On November 17, 2021 by a vote of 8‐0‐0 the Community Preservation Committee recommended that
Elizabeth Peabody House be awarded $30,000 of Community Preservation Act funds for design to
enable the reinforcement of the second floor of its building, as described in their application presented
in October, 2021 from the following accounts:

FUNDING CONDITIONS
The design must be in compliance with the Secretary of Interior Standards for Historic
Preservation.
ADA and MAAB regulations must be considered in all construction plans.

ALIGNMENT WITH COMMUNITY NEEDS
The Elizabeth Peabody House is Winter Hill non‐profit that serves a range of urgent community needs
including food, childcare, and gathering space for community activities. Continuing upon work funded
through previous CPA grants, the project will help to preserve the historic building and ensure that the
building can continue to house the organization’s programs and services.

MEASURES OF SUCCESS
The goals of this project are to:
• Assemble a team of architects, structural engineers, contractors, and other necessary
personnel to complete the work.
• Work with the team to conduct all surveys and reports.
• Compile a comprehensive design plan for securing the second floor, including architectural
drawings, structural evaluations, and a timeline for future construction.
