Somerville has found emergency dispatch to be the first line of offense in emergency management, critical to identifying disasters as they take shape, directing the initial response, and providing valuable information to inform subsequent responses. Somerville is replacing its 36-year-old Public Safety Building with a state-of-the-art facility to be completed in mid-2023. This impending change has highlighted how redundant and out-of-date the City's current emergency dispatch system is. Currently, Fire Alarm and Police 911 run physically separate dispatch centers, although their responses frequently overlap. Neither center uses up-to-date technology, and much critical information between the two centers and emergency responders is relayed by telephone. Discussions among the Mayor's Chief of Staff, Somerville's Incident Command Team, Fire Chief, and Health and Human Service Director have established the need for a consultant to help develop a modern emergency dispatch system for the new facility that can increase the efficiency, speed, and accuracy of response while limiting human error. Somerville expects to hire the consultant in December 2021, with work completed by June 30, 2022. All work will take place in Somerville. The Director of Emergency Management, who heads a new department focused solely on emergency management, will oversee the consultant's work. Outputs from the project will include plans for organizational restructuring, technology acquisition, human resource development, general implementation, and transitioning from the old system to the new.
