Approval of the February 9, 2022 Minutes The minutes were accepted on a roll call vote of 3 in favor (Councilors Wilson, Clingan and Burnley), 0 against and 0 absent. RESULT: ACCEPTED Public Hearing on item #213089 213089: New Used Car Dealer Class 2 License, Joy St Motors, 24 Joy St, 42 inside, 0 outside, Mon-Fri: 8AM-6PM, Sat: 8AM-2PM, Sun: closed. Licenses and Permits Committee Page 2 of 3 Printed 3/11/2022 Attorney Galluccio spoke in favor of these items and told the committee that what got built in each city was changed along the way resulting in his client having a few buildings that are in both Somerville and Cambridge. The development is a model mixed use space with access to both the Green and Orange lines of the MBTA and provides an income to the City of Somerville of $5 million annually. Both licenses are for the same garage structure. Chair Burnley commented on tickets that were issued to the site from 9/1/21 through 11/8/21 for allowing contractors to conduct hot works without valid hot works permits and without Somerville Fire Department fire details. Attorney Galluccio stated that he was not aware of those incidents, adding that he is aggravated about them, embarrassed, and apologetic and will take steps to prevent this from happening again. Chair Burnley inquired about the fuel storage and Attorney Galluccio explained that the fuel would be used as a backup power source in the event of a power failure. Councilor Clingan commented that he hopes there are no future oversights and that all necessary permits will be acquired. Attorney Galluccio assured the members that he will take action and he will provide a response to the Council stating that the contractor responsible for the violations was spoken to. There were no speakers against the items. Chair Burnley moved for approval. City Clerk Kim Wells informed Attorney Galluccio that these items would need to be approved by the City Council and the Mayor before the permits may be issued. RESULT: APPROVED. Applicant George Kazazian spoke in favor of the item. He has owned the building since 1979 and ran a garage business there for 36 years. A few years back, he leased the space to someone who, ultimately, wasn’t able to complete its 6-year term. Mr. Kazazian then took over the operation of the garage and is applying for a license in his name. There were no speakers against the item. Councilor Wilson asked about a spray booth and fumes and the applicant replied that when he previously owned the garage, he had a spray booth that was inspected on a regular basis. Councilor Clingan asked that he continue to be a good neighbor and maintain the property.

Councilor Wilson urged the applicant not to park vehicles on sidewalks. Councilor Clingan asked about a sign on the neighboring property, commenting that it might be a good space for a mural. Chair Burnley moved for approval. RESULT: APPROVED. [UNANIMOUS] AYES: BurnleyJr., Clingan, Wilson 213092: Public Event License, East Somerville Main Streets Market, sidewalk in front of East Branch Public Library, Saturdays May 15-Nov 27, 8AM-2PM. Lindsay Allen, Executive Director of East Somerville Main Streets (ESMS), spoke in favor of the item. The event would be held on Sundays from 9:00 AM to 1:00 PM. So far, 2 farms (that would accept SNAP payments) and 3 vendors have agreed to participate. Ms. Allen noted that there are no plans to close any streets for the event. Chair Burnley asked for some information about ESMS and Ms. Allen mentioned some of the events they conduct to draw people to the area to support local businesses. Chair Burnley moved for approval.
