Applicant Alexandre Goncalves appeared before the committee, assisted by his translator (Rebecca). Councilor Wlison noted that the license permits 20 vehicles on site and he asked the applicant to adhere to that restriction, noting that there have been more than that number on the site occasionally. The applicant explained that the excess vehicles are sold vehicles awaiting plates. Chair Burnley asked that the 20 vehicle maximum be adhered to regardless of other circumstances. Chair Burnley moved for approval of the item. RESULT: APPROVED. Applicant Adilson Oliveira addressed the committee and said that he has been in business for 15 years. He had a partner and the business was in the partner's name, however, his partner left and now Mr. Oliveira is trying to get the license in his own name. Councilor Wilson asked the applicant to address the issue of operating without a license and Mr. Oliveira said that he can't do anything without a license, so any vehicles found on the site are just parked there. Councilor Wilson cited the two violations issued, however the applicant denied that it ever happened. Councilor Wilson commented that the license

The applicant claimed that the American Auto Auction, in Billerica, did allow him to purchase a few cars without a license, but now they're requiring that the applicant have a license. Councilor Clingan asked who sent the invalid license to the auction company and explained to the applicant that the committee is looking for some kind of explanation of the circumstances. Chair Burnley stated that the committee received information yesterday that suggested that the applicant's license was forged and he asked the applicant how he obtained that (apparently forged) license. The applicant stated that the auction company told him that the license they received from him wasn't valid and the applicant went on to say that he did not send any license to the auction company. He admitted that he sold some vehicles, for cash, because he did not have a license. Councilor Clingan asked to hear from the City Clerk and Ms. Wells explained that when the applicant tried to apply for a license in his own name he ran into a problem because of the prior partnership. Two auction houses contacted the city to verify the applicant's license and that led to the discovery that his license was not valid. ISD performed a site visit and issued a Stop Work Order to the applicant. Councilor Wilson said that he hasn't received a good explanation of how the auction house obtained the fradulent license and asked if the applicant sent the original license to them. The applicant explained that he has run his business from various locations in the city and would not think of operating without a license. Councilor Clingan wondered how a person in business for 15 years could be duped by someone like this. Chair Burnley moved to deny the license and said that he would consult with the Law Department, as well. RESULT: NOT APPROVED. [0 TO 3] NAYS: BurnleyJr., Clingan, Wilson 213594: Submitted by Eversource to install 85 feet of conduit in Ivaloo Street, from Utility Pole 179/6 to a point of pickup at the rear of 205 Beacon Street. Jacqueline Duffy, representing Eversource, said that this matter was continued due to a tree on Beacon Street having to be cut. Chair Burnley reported that he spoke to the person who was initially in opposition to issuing the grant of location, who told him that his concerns have been resolved and he no longer opposes the item. RESULT: APPROVED.
