The following words, phrases, and terms identified by capitalized lowercase typeface in this Ordinance are defined in this Section. Bicycle Rack A fixed-in-place stand, solidly anchored to the ground or other fixed object, which allows a bicycle to lean against it in an upright position with both wheels on a level, stable surface.

Short-term and long-term bicycle parking must be provided as bicycle racks or bicycle lockers. a.b. Design Guidance i. Installers of any bicycle parking should consult the latest version of the City of Somerville’s Bicycle Parking Guide and the latest version of the Association of Pedestrian and Bicycle Professionals Bicycle Parking Guidelines for illustrations of acceptable bicycle parking designs and layouts. b. Size & Layout i. Each bicycle parking space must be two (2) feet by six (6) feet in size or the minimum required by the manufacturer of a bicycle rack or locker, whichever is more. c. Access i. Areas designed for bicycle parking spaces must have a hard, stabilized surface. ii. Bicycle parking spaces must be accessed by at least one (1) five (5) foot wide drive aisle that is kept free from all obstructions and separate from any spacing distances required for bicycle racks or lockers in this Section. iii. An ADA accessible route from the an abutting thoroughfare that is at least five (5) feet wide must be provided from an abutting sidewalk to for all Bicycle bicycle Parking parkingSpaces. a). Elevators may not be used to provide the accessible route. iv. Except as provided in 11.1.3.i, Bicycle bicycle parking spaces must be accessible without moving another bicycle or, lifting a bicycle, or carrying a bicycle over any steps or stairs. v. Access routes from thoroughfares must be appropriately lighted to allow for safe nighttime use. d. Weather Protection i. When provided, weather protection must be permanent, designed to protect bicycles from rainfall, and provide at least seven (7) feet of clearance above ground level. e. Bicycle Racks i. All bicycle racks must meet the following standards: a). Be a fixed-in-place stand that is securely anchored to the ground; b).a). Provide support to the bicycle frame, allowing for both wheels to rest upon a stable surface and for the bicycle to stand upright and not fall over without the use of a kick-stand; c).b). Be configured to not block bicycle handlebars and baskets and to provide two points of contact for locking the frame and at least one wheel with a user-provided locking device; d).c). Provide two (2) points of contact along the length of the bicycle; e).d). Be configured for locking the frame and at least one (1) wheel with a user-provided locking device; f).e). Be constructed of materials that resist cutting, rusting, bending, or deformation; and a).f). Outdoor racks must bBe affixed with an in-ground mount when located outdoors; and. b).g). Indoor racks must bBe affixed with either an in-ground mount or security bolts when located indoors. . ii. Bicycle racks must be arranged either in rows of bicycles parked side-to-side or in alignment with bicycles are parked end-to-end. g).a). Where bicycle racks are arranged in rows, they must be spaced at least three (3) feet apart on- center.

There must be at least three (3) feet clear horizontal distance from the center point of a bicycle rack in each direction perpendicular to the length of a parked bicycle, and at least four (4) feet clear horizontal distance from the center point of the bicycle rack in each direction parallel to the length of a parked bicycle. iv. A single interconnected structure may provide parking for two (2) or more bicycles and is considered a compliant bicycle rack if it is otherwise compliant with the standards of this Section. v. The following minimum clear distances apply to the placement of bicycle racks: a). There must be at least two (2) feet clear horizontal distance from the center point of the bicycle rack to any wall, in each direction perpendicular to the length of a parked bicycle, for that bicycle rack to provide parking for two (2) bicycles. b). There must be at least one (1) foot clear horizontal distance from the center point of the bicycle rack to any wall, perpendicular to the length of a parked bicycle, for that bicycle rack to provide parking for one (1) bicycle on the side of the bicycle rack opposite the wall. c). There must be at least four (4) feet clear horizontal distance from the center point of the bicycle rack to any wall in each direction parallel to the length of a parked bicycle. d). Bicycle racks placed so that the length of a parked bicycle will be parallel to a curb must have at least two (2) feet clear horizontal distance from the center point of the bicycle rack to the back of the curb or one and one half (1.5) feet if the abutting sidewalk is less than eight (8) feet wide. e). Bicycle racks placed so that the length of a parked bicycle will be perpendicular to a curb must have at least four (4) feet clear horizontal distance from the center point of the bicycle rack to the back of the curb. f. Bicycle Lockers i. All bicycle lockers must meet the following standards: a). Be an enclosed, lockable structure which a single user may open and close for the purpose of storing one (1) or more bicycles; a).b). Be securely anchored to the ground with security bolts; b).c). Be configured to provide support to the bicycle, allowing it to stand upright without the use of a kick-stand, ; and c).d). Be secured by means of a lockable door or, alternatively, configured internally to allow locking of the frame and at least one wheel with a user-provided locking device.; and d).e). Provide an interior space at least two feet (2) in width and six (6) feet in length for each bicycle. ii. A bicycle locker may provide more than one (1) bicycle parking space only if it contains a compliant bicycle racks which meet the standards in accordance with this Section11.1.1.e. g. Signage i. If bicycle parking is not visible from the street or principal entrance(s), a sign must be posted at the principal entrance(s) indicating the location of the parking. The D4-3 sign from the Manual on Uniform Traffic Control Devices (MUTCD) is recommended (see Figure 11.1.3). ii. All bicycle parking intended to accommodate tandem bicycles, cargo bicycles, or bicycles with trailers must be designated with nearby signage or labels affixed directly to bicycle racks or bicycle lockers specifying the intended usage for such bicycles.

Short-term bicycle parking may be provided in any combination of bicycle racks or bicycle lockers. b. Bicycle racks that are double height or require bicycles to be hung or lifted off the ground or floor are prohibited. a.c. Short-term bicycle parking must be provided outside of a principal building and within fifty (50) feet of the principal entrance of the use served by the parking. d. Short-term bicycle parking must be at the same grade as the abutting sidewalk or at a location that can be reached by an ADA accessible route from the abutting sidewalk that is a minimum ofat least five (5) feet wide, with no steps and a six percent (6%) slope or less. e. At least twenty percent (20%) of the bicycle racks or bicycle lockers provided for short-term bicycle parking must accommodate an additional two feet (2) of bicycle length and one (1) foot) of bicycle width to accommodate tandem bicycles, cargo bicycles, or bicycles with trailers. i. When the calculation for larger short-term bicycle parking results in a fractional value, the fractional value is rounded up to the next whole number and regarded as a whole unit. f. Bicycle Bike racks may be installed within the furnishing zone of a sidewalk of an abutting public thoroughfare if the sidewalk is at least seven and one half (7.5) feet wide. provided that an encroachment permit is granted by the City Council. A rack may also consist of a hoop affixed to a parking meter, with approval from the Director of Mobility. i.g. Any required short-term bicycle parking provided in a structure or under cover must be: a).i. Provided at ground level; b).ii. Provided free of charge; c).iii. Clearly marked as bicycle parking; d).iv. Separated from vehicle parking by a physical barrier to minimize the possibility of parked bicycles being hit by a vehicle; and e).v. Co-located in relative proximity to the nearest vehicular parking spaces.

Long-term bicycle parking may be provided through any combination of bicycle racks or bicycle lockers. b. Long-term bicycle parking must be provided in a well-lit, secure location within the same building as the use the parking is intended to serve or within an accessory structure located within two hundred (200) feet of the principal entrance of the building. c. When long-term bicycle parking is provided for twenty (20) or more bicycles, at least fifty percent (50%) of the long-term bicycle parking must be provided at the same grade as the abutting sidewalk. d. At least twenty percent (20%) of the bicycle racks or bicycle lockers provided for long-term bicycle parking must accommodate an additional two (2) feet of bicycle length and one (1) foot of bicycle width to accommodate tandem bicycles, cargo bicycles, or bicycles with trailers. i. When the calculation for larger long-term bicycle parking results in a fractional value, the fractional value is rounded up to the next whole number. c.e. To provide security, long-term bicycle parking must either be: i. In a locked room; ii. In an area that is enclosed by a fence with a locked gate. The fence must be either eight (8) feet high, or be floor-to-ceiling; iii. Within view of an attendant or security guard; iv. In an area that is monitored by a security camera; or v. In an area that is visible from employee work areas. d.f. All required long-term bicycle parking spaces must be fully covered, enclosed, and designed to provide continuous shelter from the elements. e.g. Long-term bicycle parking serving multiple uses may be combined into a single area or accessory structure. f.h. Where long-term bicycle parking is located adjacent to motor vehicle parking or loading facilities, a physical barrier must be provided to prevent potential damage to bicycles by other vehicles. g. When twenty (20) or more long-term bicycle parking spaces are provided, a minimum of ten percent (10%) of the spaces must be three (3) feet by eight (8) feet in size. i. Up to twenty fivetwenty-five (25%) of long-term bicycle parking space may be provided as racks that require bicycles to be hung or lifted off the ground or floor.
