January 27, 2025 Roberta Cameron Community Preservation Act City of Somerville [phone removed] ext. 2528 Re: Extension for FY22 CPA contract SHA4CD, Grace Baptist Church – 59 Cross Street Greetings Roberta, We are writing to request an extension for the CPA FY22 contract, awarded to the Somerville Hispanic Association for Community Development. Due to unforeseen delays, which I will go into in the following paragraph, more time is needed to fully complete the project, which is expected by this spring. The FY22 work scope includes essential preparatory work for the elevator installation (being funded by an ARPA and CPA FY23 grant), including building a foundation and footings for the new hoistway and elevator pit. Additionally, FY22 is also funding site and building accessibility improvements along the north side of the building, raising the floor of the basement social hall for accessibility compliance, and restoring existing windows on the 2nd and 3rd floors of the east side of the building. At the start of this project, multiple contractors were going to split the work that the multiple grants were funding, causing confusion and difficulty with scheduling, coordination, and writing a clear contract. This led to delays while the work was sorted out and the contract consolidated into one. Now, one contractor is responsible for the entire project for all four grants (ZVI Construction). ZVI has applied for permit and has already started some pre- construction work at the building, such as sealing off entryways and begin prep work for the raising of the floor and digging out the elevator hoistway. ZVI also now needs to coordinate with a daycare which is leasing the building – there was some back and forth about the daycare’s needs in terms of noise, liability insurance and other issues which took some time to sort through. But now that everything is once again on track, the FY22 work is expected to be completed by this spring, subject to permit approval and construction schedule.
