Managing ARPA Funds Launch Accepted award Launched community engagement process Hired staff to manage projects and fund dissemination Developed new workflows for project approval, management of Treasury funds, grant agreement/contract execution, invoice processing, reporting, evaluation, and more Process Development Development, application, and oversight of 144 projects Coordinating with awardees across 20+ City divisions Ensuring adherence to local, state, and federal guidelines Balancing emergent needs, existing priorities, changing project timelines / projections Reconciliation & Final Allocation of Funds Worked with awardees on spending forecasts; comparison with projections and historical spending Managed dozens of contracts, amendments, and grant agreements to successfully meet obligation deadline Outcomes Measurement & Evaluation Development and execution of evaluation plan to tell the story of ARPA's impact on Somerville Implementation of plan with City departments and nonprofit ARPA awardees Adapted from prior Finance Committee presentations

Recent Successes • Projects working, closing, and transitioning successfully • 144 projects in total • 82% of the ARPA funds have been expended (i.e. paid out) • Fully obligated on time • Executed contracts for all funds • Deadline of 12/31/2024 • Reported our obligation status to the Treasury on time • Part of quarterly reporting • Due 1/31/2025

Current Status • Monitoring spend-down of remaining projects • Monitoring federal guidance, requests, and changes • Treasury will conduct a compliance review soon • Evaluation underway • Collecting data • Preparing for analysis and share-out in the next FY • ARPA artifacts • Recording the process and lessons learned
