Date: May 26, 2023 TO: Mayor’s Office FROM: Somerville Biosafety Committee Interview Panel participants SUBJECT : Description of Community Representative and Academic Expert Roles on the Somerville Biosafety Committee MEMBERS OF INTERVIEW PANEL: Somerville Biosafety Committee: ISD Representative, Colin Zeigler, HHS Representative, Karin Carroll, Community Representative, Alex Vira, OSPCD Representative, Tom Galligani, ISD Director, Nicholas Antanavica, ISD Deputy Director, Matthew Zaino Community Representative Description: Represents the community's interest and concerns with public health and the implications of the Biotech industry operating within the city. They provide additional feedback related to their professional or life experiences in decision-making related to the permitting and oversight of biotech projects in the city. Representatives will serve on the committee for a three-year term, attend monthly meetings and take time to review applications received for completion and compliance. Recommended Applicant: Michael Switkes, Somerville Resident 22 years. Interview Panel Members: Colin Zeigler, ISD representative; Alex Vira, Community representative. Significant experience in science policy development and has co-written the NATO Science and Technology Strategy, balancing the needs of stakeholders in the 28 countries of the Alliance and beyond. Has experience working within a laboratory space and has a keen understanding of the regulatory and safety requirements needed to ensure public health and safety. Has served on internal committees and working groups for technology programs. Currently serves as the Program Manager for the National Security and Space Division at Draper Inc. Michael will provide an immense amount of experience related to the internal functions of biotech projects and the ability to digest information and present it to the community. Academic Expert Description: Provides the committee with updates and expertise related to the work being conducted within lab spaces and emerging issues related to biotech/safety. To assess safety measures and compliance with local, state, and federal regulations/guidelines. Representatives will serve on the committee for a three-year term, attend monthly meetings and take time to review applications received for completion and compliance. Recommended Applicant: Francine Rogers, Non-Somerville Resident but works at Tufts University.

Interview Panel Members: Colin Zeigler, ISD representative; Tom Galligani, OSPCD representative. Francine has been highly recommended by the Tufts Biology and Labs faculty, as their current Director of Laboratory Safety. She has served in several roles related to lab safety and regulatory compliance ranging from BSL1-BSL3 facilities. Responsible for the development, oversight and implementation of comprehensive Environmental Health and Safety programs in R&D settings. Her close proximity to Tufts University, an internationally recognized institution, will enable the committee to keep close tabs on developing topics related to biotech R&D and safety.
