1. permit. If that's accurate and Charnwood is shut down, I assume we'd need to shut down the full Hancock St block, from Highland Ave to Summer St, at least to thru-traffic. If so, then cars wouldn't be able to access Charnwood Rd or Windsor Rd from Hancock St. Sidewalks blocked? Yes Sidewalks won't be formally blocked, but may be hard to walk directly down because two LN band members will perform on the sidewalk.
