02/03/22 Response to Item # 27921- That the Director of Parking provide regular updates on the status of the Parking Utilization Study Dear Honorable Council, Somerville is in the midst of a citywide parking study. Phase One of the study included a complete data inventory of all curb regulations throughout the city. Phase Two, which is currently underway, is a policy study. Consultant Nelson\Nygaard is evaluating the city's current parking policies and will develop a comprehensive set of recommendations to better align our parking policies and regulations with our community goals and shared values for parking, mobility, and the city as a whole. Goals for parking and mobility to be considered and built upon have come from several City plans, ordinances, and policy documents, including SomerVision, Vision Zero, Climate Forward, ADA Transition Plan, and Complete Streets Ordinance. The Parking and Mobility Departments are managing this study. The Parking Study Task Force, made up of 22 representatives from City departments, commissions, public advisory committees, stakeholder groups, and City Council members, serves in an advisory role throughout the entire process (see attachment entitled ‘Parking Study Task Force Representatives’). There are also three public meetings (one that has already taken place and two more to come) involved in this study. Currently, Nelson\Nygaard is finalizing the Task 2 Deliverable, the summary findings of existing conditions. Work on Task 3, the Somerville Parking Profile, is underway. The team is looking at how the curb can be prioritized in areas with competing uses, and developing a set of parking personas to demonstrate how different curb uses would affect various user groups. We are scheduling a Task Force briefing in approximately one month where Nelson\Nygaard will present the group with a draft form of the Parking Profile for consideration and feedback as they move into Task 4, evaluating future scenarios for challenges and opportunities.
