The Committee met as a COMMITTEE OF THE WHOLE.
Alderman Sullivan informed the members that he filed a disclosure statement regarding his
wife’s employment as a consultant for the SMEA and he noted that he was assured that there
would be no conflict with his voting on the city budget. Alderman Sullivan also noted that the
union represented by his wife is not the same union representing city's school custodians.

Mayor Curtatone spoke about the revised budget being presented tonight and told the members
that the city and the school custodians' union have reached an impasse. A hybrid plan will
commence with 8 schools being serviced by 28 FTE's, 3 FTE's at the High School and 1 FTE at
the Winter Hill School. Seventeen individuals in the department will be laid off and invited to
apply for employment with the new cleaning contractor. The mayor also informed the members
that the 3 librarian positions that were eliminated in the FY-11 budget have been restored.

2011 Operating Budget for the City:
Alderman Sullivan requested information regarding the profits to be realized by contractor, AM-
PM, being hired to clean the school buildings. Mayor Curtatone stated that the city does not
have that information and that it would be up to the contractor to provide the information, if they
so desire.

Motion: by Alderman Taylor - That this Board of Aldermen hereby requests that the Administration
make plans to merge E-911 and Fire Alarm as a Capital Project for FY-11, in preparation for the future
possibility of a regional response center being established.

Motion: by Alderman Taylor - That this Board of Aldermen hereby requests that any potential cuts to the
FY-11 budget be utilized to re-instate any reductions on services and/or personnel.

Motion: by Alderman Desmond - That the City Auditor make arrangements in all future budgets that line
item 53405 PSTN-Usage, be used solely to describe the amount of money spent on phone calls (both
local and long distance) made from City of Somerville phones as is indicated by the line description; and
that any other items previously included in this line item be identified in more appropriate lines.
