White Jr. Alderman At Large Present John M Connolly Alderman At Large Present Joseph Curtatone Mayor Present Jessie Baker Director of Personnel Present Omar Boukili Administrative Assistant Present 189954 - Requesting the appointment of Thomas Pasquarello to the position of Chief of Police.: Ms. Baker reviewed the process that was followed in selecting candidates for the position of Chief of Police and told the members that the search committee met over a period of 4 months, narrowing the field of applicants from 49 to 4. A public hearing was conducted where the 4 finalists were asked questions submitted by the community. Mr. Chuck Rohre, the consultant hired by the city to conduct the search for candidates spoke of his meetings with the mayor and members of the community to develop the search parameters. Mayor Curtatone explained that any candidate for the Police Department, including the Chief, must meet the requirements of the position. Mr. Pasquarello’s intent is to be a “uniformed” chief, and to that end, the city has filed an application for the state to review his qualifications and determine if additional training is needed. Mr. Pasquarello will not be able to accept the Chief’s position until he becomes fully divested from federal service, which is expected to occur by the end of November. The mayor praised Acting Chief Mike Cabral for his service and said that Mr. Pasquarello brings with him a level of managerial expertise that will be critical to the Police Department. The contract being offered is for 5 years at a salary of $185,000 per year. There were several questions regarding the city’s residency requirement and Mr. Pasquarello spoke to the issue, stating that it was not part of the recruitment package for the position. He told the members that at the present time, he was not prepared to reside in the city, citing a need to

Several members stated their staunch support for the residency rule. The committee requested information on compensation packages from other cities/towns, esp. Boston. Mr. Pasquarello addressed the members and outlined his 28 years as a law enforcement official, stating that his experiences, international and domestic, would be helpful to the city. He spoke about Community Policing and said that it isn’t integrated into the Police Department at the present time. He believes that Community Policing should be a way of life and it needs to be tailored to the areas being served. He believes that a chief’s job is to bring resources to the table, to mentor, to use personnel to the full extent of their qualifications, to motivate and to train personnel. He spoke of youth programs that he was involved with during some of his prior assignments. Alderman Roche made a motion to approve the appointment. The motion passed on a voice vote with Alderman Taylor voting against the motion.
