Public Hearing: Neeka Inc. dba Manny’s Auto Center. The purpose of the Public Hearing is to
consider a clerical error in the license which has allowed the licensee to operate on Sundays
without the Board’s knowledge and approval.
Owner Hajar Vakili addressed the committee and requested authorization to continue to operate
on Sundays, to clean and wash cars only. Mr. Nuzzo expressed concern that this would be the
only garage business open on Sundays and wouldn't be fair to the other businesses in the city.
There were no speakers in opposition to the petition.
Mr. Long gave the background of the license and explained that a procedural error led to the
granting of Sunday business hours, noting that it was never the Licenses and Permits
Committee's intent to change its policy of not allowing business hours on Sundays. Mr. Nuzzo
stated that although representatives of the business claimed to only work on employees' cars on
Sundays, each time he visited the establishment on a Sunday, different cars were in the repair
bay.
Chairman Desmond's motion to eliminate the Sunday hours from the license was approved.

run by his family and said that he would be an asset to the community. He intends to operate a
retail jewelry business and perform repairs and told the members that it would not be a pawn
shop.

Owner Louis Marinello told the members that he had no problem with eliminating the outside
storage portion of the license. Neighbors stated that on October 4th, there were 8 unregistered
vehicles outside of the business and that on October 26th, a Stop Work Order was posted on the
property by the city. Wires were damaged at 118 Albion Street by a trailer truck that shouldn't
have been on the street. Neighbors are concerned that the business is operating without a license
and have begun steps to circulate a petition to address the issue.

The committee informed Mr. Marinello that it does not want a used car license at the site and
that trailer trucks are not to be delivering cars in the neighborhood. The business is not zoned by
right for a new car license. Mr. Marinello said that he did some things improperly and that he
wants to run a clean business.
The committee approved the license with the following amendments: 3 autos inside; no auto
outside; hours of operation are Monday through Saturday from 9:00 AM to 6:00 PM; no
Sunday or legal holiday hours; no entering or exiting of vehicles from the building on
Sundays or legal holidays; no repairs, detailing or work of any kind on the premises; any
reference to 99 Albion Street on the business website is to be removed from the internet. The
committee will review this item in 30 days.
