Ms. Baker explained PAR9, a rule that permits the city to by-pass a candidate in extraordinary circumstances, and the procedures involved, adding that 3 candidates were by-passed, with one of those being PAR9 and removed from the list permanently. Two of the three by-passed candidates are veterans. Mr. Collins advised the members that a general discussion could be had, but that specifics about any candidate would require an executive session for discussion. Alderman Gewirtz asked that the committee convene in executive session. (The committee did not convene in executive session.) Ms. Baker explained the appointment process from the reserve list to the permanent list and the residency requirement of veterans. Alderman Roche objected to allowing an individual on the reserve list to reside outside of the city. The appointing authority of the Board of Aldermen was discussed as well as the rights of those by-passed to appeal.
