City Solicitor Present Paulette Renault-Caragianes Dir. of Health Present Eddie Nuzzo Supt. - ISD Present 190956 - That the Director of SPCD and the Director of Health update this Board on the public awareness campaign to address rodent control, and describe specific problem areas and plans to address rodent control in those areas.: Ms. Renault-Caragianes updated the members on the recent walk through with RMC Pest Management and spoke about possible ways to prevent rodent births. Mr. Nuzzo believes that the rodent problem is due to the improper disposal and said that landlords need to be vigilant to ensure that the proper procedures are being followed. Mr. Nuzzo will be meeting with contractors to advise them to not leave food waste on construction sites. RESULT: KEPT IN COMMITTEE 190957 - That the City Solicitor and the Director of SPCD (ISD) provide recommendations for the abandoned property at 47 Harrison Street, and advise this Board on actions the city can take to address safety and health issues as well as taxes and fees owed the city.: Mr. Shapiro agreed to postpone the receivership hearing for 6 weeks because the administrator of the estate is moving forward in the Probate Court to sell the property. Committee Meeting September 15, 2011 Public Health and Public Safety Committee Page 2 of 2 Printed 9/20/2011 190058 - That the Director of SPCD Provide This Board with the Latest Revision to the City’s Rodent Control Policies before the Next Meeting of the Committee on Public Health and Public Safety, and appear with Appropriate Designees at Said Meeting.: RESULT: KEPT IN COMMITTEE 190999 - That this Board’s Committee on Public Health and Public Safety once again address the safety of the abandoned building at 82 Pearson Avenue, which remains in disrepair.: Mr. Shapiro informed the members that the city is moving forward with receivership of the property, noting that the receiver is working on financing, title and bankruptcy issues. RESULT: KEPT IN COMMITTEE 191481 - Requesting an amendment to Ordinance 11-38 regarding rodent control.: The members discussed the proposed ordinance and it was agreed that the Superintendent of Inspectional Services and the Board of Health would be the enforcing authorities. Ms. Renault- Caragianes would like to have a way to expedite the process for inspectors to enter upon private property. Chairman White spoke about including criminal sanctions and a provision to allow the city to take over a property, via receivership, in the ordinance. Mr. Nuzzo provided the members with the regulations that will apply to contractors who seek a demolition permit. Chairman White proposed some additional changes to the draft ordinance that Mr. Shapiro agreed to make. Mr. Shapiro will then send the revised ordinance to the Board of Aldermen so that it can be referred to the Legislative Matters Committee for final review. Alderman Connolly’s motion that the Administration, upon the adoption of a Rodent Control Ordinance, take immediate action to enlighten the public about the ordinance, was approved.
