Mr. Collins also explained the appeal process that is available to by-passed individuals. Both Chief Kelleher and Ms. Kloos agreed that by- passing these individuals was in the best interest of the city. Each of the candidates for appointment to the Reserve Fire List was interviewed by the committee and made aware of the city's residency requirement. 192161 - Requesting the appointment of Kenneth Silva to Fire Lieutenant.: Chief Kelleher spoke about Mr. Silva's performance as a fire fighter and told the committee that he supports this promotion. Mr. Silva addressed the committee and told them what he believes he can bring to the position.
