Portable bathrooms were installed however they were later removed due to complaints received by the city. Today, there are no port-a-potties in place in Davis Square and he is requesting that they be returned there. He has spoken with the Mayor and the DPW Commissioner on the matter and received assurances of their cooperation. RESULT: APPROVED. He emphasized that Elm Street needs to be addressed, as well, and he asked that this happen asap. Councilor Strezo stated that she has also asked for crosswalk repairs on Dover and Elm Streets. Councilor Gomez Mouakad pointed out that there are many vacant storefronts in the city. President McLaughlin previously suggested converting vacant buildings into shelters. RESULT: APPROVED. Councilor Burnley reported that a report on supervised consumption sites was completed today and should be presented to the mayor and the Council in the near future. Committee Report 213998 (ID:28971) Report of the Committee on Finance, meeting as a Committee of the Whole on June 2, 2022. Councilor Wilson presented the Committee Report. He noted some changes that helped to streamline the budget process. All departmental budgets were reviewed and the committee made various cuts totaling $676,219. Nikki Spencer thanked the Council and city staff for their cooperation during the budget process and reported that some of the budget resolutions submitted during the June 22nd Finance Committee are already in the process of being implemented. She spoke about the eagerness of the administration to work with the Council. Councilor Scott inquired about an apparent discrepancy in an Administrative Assistant’s position, however, Budget Director Michael Mastrobuoni clarified the confusion. Councilor Burnley expressed disappointment that the $200,000 request for an alternative non-emergency response unit was not included in the budget, therefore, he will not vote for the budget. Councilor Wilson moved to waive the reading of the agenda items marked as 21-C through 21-G and 21-I through 21-AM. Those items were approved, and 21-H and 21-AN were placed on file. Mayor's Request 214055 (ID:29034) Requesting the appropriation of $292,511,636 to fund the FY 2023 General Fund Operating Budget. Councilor Kelly commented that she asked over 350 questions of department heads during the budget process. She expressed her disappointment in the final budget, noting that many of the committee’s requests were not included. She said that several people have left the city recently because they can’t afford to live in Somerville any longer. Councilor Davis shared Councilor Kelly’s frustration and said that he will hold the administration to the commitments stated tonight by Chief of Staff Nikki Spencer. Councilor Gomez Mouakad acknowledged the 10 % increase in the School budget and stated that the city has $8 million available for housing. Councilor Clingan recognized Finance Committee Chair Wilson and the members of the Finance Committee for their thorough work during the budget process. Councilor Strezo moved to approve the FY 2023 budget. President McLaughlin praised the Finance Committee for its work. Councilor Pineda Neufeld thanked all city staff for their efforts.
