Application Form 3 Establish a new cross-jurisdictional shared service arrangement. Lead Municipality/Regional Planning Agency/Federally-recognized Tribe submitting response:Somerville Briefly describe the capacity of the lead entityto coordinate the shared services arrangement (text limit 2,000 characters, approximately 300 words). Somerville’s Health and Human Services Department (HHS), which will manage this grant, has almost 30 years of experience leading and participating in shared services arrangements. It has been leading the 6- City Tobacco Initiative for Cambridge, Chelsea, Everett, Revere and Winthrop since 1992, first as coordinator of 5 separate municipal tobacco control teams, more recently as the manager and lead staff for a combined 6-city effort. Somerville has been leading the BSAS-funded Substance Abuse Prevention Collaborative (SAPC) for Somerville, Arlington, Cambridge, and Everett since 2016. This project pools the four municipalities’ collective capacity to prevent substance abuse among youth. On July 1, 2021 Somerville will assume leadership for SAPC’s next iteration, the Massachusetts Collaborative for Action, Leadership and Learning 3 Substance Misuse Prevention Grant Program (MassCALL3) The participants in Briefly describe any current or history of collaboration among the proposed cross-jurisdictional municipalities, such as emergency preparedness coalitions, tobacco control collaborative, Mass in Motion, etc. (text limit 2,000 characters, approximately 300 words). As mentioned in the question above, Somerville has been partnering with Arlington on the Substance Abuse Prevention Collaborative (SAPC) grant since 2016 and is about to embark on the next iteration of this partnership through the MassCALL3 grant (initially two years, but with possible extension to 10 years) to share resources and services that can prevent substance use among youth. Somerville and Medford have partnered for years on a broad range of local programming. Most recently, the two cities have shared management and outreach responsibilities for COVID-19 testing sites in multiple locations. Specifically state how the cross-jurisdictional arrangement will increase the proposed shared services arrangement’s capacity to strengthen and advance the effectiveness efficiency, and equity of the delivery of public health services (text limit 2,000 characters, approximately 300 words). Somerville, Arlington, and Medford are three contiguous communities immediately west/north-west of Boston. All are less than 9 square miles in size and have populations below 80,000. In earlier decades Arlington was seen a suburb while Somerville and Medford were seen as urban, but gentrification is creating the same socioeconomic divisions in all three communities. The communities have partnered on shared initiatives in the past and are eager to work together. The COVID-19 pandemic demonstrated the importance of having epidemiological capacity in-house. None of the communities could afford to hire or contract for an epidemiologist on their own (and still cannot).
