City Solicitor Present Doug Ross Present 192528 - That the City Solicitor immediately draft a City Ordinance for the licensing of food trucks.: Mr. Shapiro reviewed the draft with the committee and noted that the Board of Aldermen would be the licensing authority under this proposal and would have authority over the locations of operation. The members discussed aspects of the proposal, including operating hours, menu options, locations owned by the state but under the control of the City, prohibited locations and the impact of mobile food vendors on established restaurants in the city. Mr. Ross told that members that he requested input from the Somerville Chamber of Commerce, but has yet to receive a reply. The committee indicated its desire to have a representative from the Chamber of Commerce present at the next committee meeting to discuss this matter. Although this was not a public hearing, vendors present at this meeting were allowed to speak. RESULT: KEPT IN COMMITTEE 192930 - Requesting the classification of the Mayor’s Advisor for Children and Youth as a Special Municipal Employee, and the approval of an exemption under Section 20(d) of G. L. c. 268A for Stephanie Hirsch.: Mr. Boukili explained that Ms. Hirsch’s salary would be paid by the City and the School Department. If Ms. Hirsch is granted Special Municipal Employee (SME) status, she would be allowed to have city contracts in addition to her city employment. Ms. Hirsch was previously

Mr. Bouliki will provide the committee with Ms. Hirsch's job description. RESULT: KEPT IN COMMITTEE 192952 - That this Board requests that the Administration work with this Board to craft legislation allowing the City to lien an individual’s state income tax refund for payment of outstanding taxes, fees, fines and any other liabilities owed the City.: Mr. Shapiro informed the members that there is a relevant state statute to deal with this and that it must be processed through the State Controller's Office. As of now, however, that office does not have the technology to perform the task. RESULT: WORK COMPLETED 193048 - Assistant City Solicitor submitting a proposed BOA rule relative to the Open Meeting Law.: This item will remain in committee for discussion at a later date.
