Desmond, Bastardi, Sullivan, O'Keefe and Trane, approval of an Ordinance regulating "pay-to-play" public contracting and campaign contributions for municipal elected office.:

There was a discussion about the purpose for such an ordinance and about the urgency for its passage as well as how the ordinance would be enforced. Other areas of concern included the ordinance's effect on small businesses and property owners, creation of a square footage threshold, anticipated changes in the zoning ordinances and the ordinance's preamble. Mr. Boukili stated that the language in the proposed ordinance referencing back door deals is problematic to the Administration, as well as enforcement and campaign donations made by employees. Alderman White's motion to change the term "lowest bidder" to "lowest qualified bidder" was approved. Alderman White's motion to clarify the names that need to be listed in the disclosure, was approved. RESULT: KEPT IN COMMITTEE
