That the city's Storm Water Management Policy regarding inflow and infiltration be amended to remove the 2,000 GPD threshold and require a 4:1 (or other) ratio for the removal of infiltration and/or inflow for any new sanitary sewer connection and any increase in unit count or other property improvement, together with any other changes designed to shift the burden of increased storm water and sanitary flow off of the taxpayers.
