That the Strategy and Development Department and all relevant city departments conduct an economic analysis on the potential impact to the city's finances, including investigating all potential service providers, the impact of the city's bond rating and the cost of enforcing the proposed Ordinance amendment to Chapter 2, Article 7, Division 1 of the Code of Ordinances.
